Creates a 7-member Legislative Oversight Committee (4 House delegates, 3 senators) to review and approve all West Virginia Economic Development Authority contracts before they can be executed

Requires committee approval for all financial contracts, loans, grants, property acquisitions, and agreements with federal agencies entered into by the Economic Development Authority

Applies oversight requirements to borrowing money, issuing bonds, making loans to enterprises, insuring obligations, and accepting gifts or grants

Mandates the committee address contracts "within a reasonable amount of time" to approve or deny them

Takes effect January 1, 2027
