Establishes a $5 million fund administered by the Department of Commerce, with state matching contributions ranging from 33.3% for households at or below 200% of state median income down to 0% for those above 350% of median income

Requires employers to enter standardized contracts with employees and child-care facilities, make direct contributions to providers, and withhold employee portions from wages

Sets implementation timeline with contract acceptance beginning April 1, 2028, fund disbursements starting July 1, 2028, and program sunset on June 30, 2031 unless renewed by the Legislature

Imposes civil penalties up to $500 per violation for intentionally registering false information and establishes procedures for contract termination when employment ends or payments lapse
