Authorizes the West Virginia Department of Health to promulgate a legislative rule establishing basic public health service standards for local boards of health under 64 CSR 73

Creates a nine-member West Virginia Public Health Advisory Committee appointed by the Commissioner, including five representatives from local health departments, three from county associations, and the WVALHD President

Committee members serve two-year terms with a maximum of four consecutive terms, and the committee must hold at least six meetings per year

The Advisory Committee will advise the Commissioner, collaborate on developing performance assessment tools for local health boards, and provide input on training for local and state health appointees

Amends funding calculations by changing certain numerical values from .10 to .15 and from .15 to .20 in the rule's provisions
