Replaces the term "volunteer" with "uncompensated direct access personnel" as defined in state code §16B-15-1 for staffing requirements

Permits residents to use videoconferencing equipment in private rooms under specific conditions, including facility notification, adherence to facility policies, and posted notices about videoconferencing use

Prohibits residents from having uninterrupted full-time video feeds or hidden cameras, requiring active initiation or acceptance of each videoconference session
