Legalizes possession of up to one ounce of cannabis for adults 21 and older statewide, while allowing individual counties to authorize production and retail sales through local referendum elections

Imposes a 15% state excise tax on cannabis sold by cultivation facilities, with revenue distributed to the Public Employees Insurance Agency (50%), Fight Substance Abuse Fund (25%), law enforcement training (12.5%), and state employee raises (12.5%)

Authorizes a 6% local sales tax on retail cannabis sales, split equally between the county and its municipalities on a per capita basis

Requires the Bureau for Public Health to establish licensing and regulations for cannabis cultivation facilities, product manufacturers, testing facilities, and retail stores by July 1, 2027, with application fees capped at $5,000

Preserves employer rights to restrict cannabis use in the workplace, maintains DUI laws for cannabis-impaired driving, and keeps the existing medical cannabis program separate from recreational sales
