Authorizes off-duty law enforcement officers to carry concealed handguns in any building where on-duty officers are permitted, provided they comply with their agency's firearms policies and carry proper identification

Extends concealed carry privileges to out-of-state and retired law enforcement officers who meet federal Law Enforcement Officers Safety Act (LEOSA) requirements under 18 U.S.C. §§ 926B and 926C

Permits qualified off-duty and retired officers to carry concealed handguns on State Capitol Complex grounds and inside the Capitol building upon presenting credentials at entry

Prohibits concealed carry under these provisions in the Governor's office, Supreme Court chambers (including the entire third and fourth floors of the east wing), and allows the Senate and House to set their own rules for their chambers

Excludes officers who have been denied a concealed carry license under state law or where federal law, regulations, or judicial orders prohibit firearms possession
