Requires the Bureau for Social Services to promulgate an emergency rule incorporating the current Social Services Manual, which was originally incorporated by reference effective July 1, 1986

Mandates that the Social Services Manual, containing procedures for foster care services among other items, go through the formal legislative rulemaking process under §29A-3-15

Addresses manual revisions that have occurred outside the legislative rulemaking process since 1986

Requires all future revisions to the Social Services Manual to be filed as a legislative rule subject to legislative approval

Adds new section §49-2-131 to Article 2 (State Responsibilities for Children) of the West Virginia Code
