Kinship parents become eligible for foster parent-level subsidy payments if they pass a background check (submitted within 5 days of placement), complete an initial home safety screening, and are assigned to a child placing agency for foster certification assistance

Temporary increased subsidy payments begin within 30 days of initial kinship placement and continue for up to six months while the kinship parent works toward foster parent certification

If the kinship parent does not become certified as a foster parent within the six-month period, the temporary subsidy increase ends and payments revert to standard kinship rates

Creates new section §49-2-815 in the West Virginia Code under Article 2 (State Responsibilities for Children)
