Requires the Department of Human Services to develop a statewide prevention plan by January 1, 2027, providing trauma-informed, evidence-based services to children under 18 and their families, including kinship and foster parents

Mandates services for at-risk children with child protective services safety plans, open child welfare cases, pregnant and parenting youth, and youth aging out of foster care for 12 months after their 21st birthday

Requires DoHS to ensure an adequate network of prevention providers with both physical locations and telehealth options within reasonable distance of families' residences

Establishes annual reporting to the Legislative Oversight Commission on Health and Human Resources Accountability beginning December 1, 2027, including county-level data on families served, state and federal costs by program, and program outcomes

Directs DoHS to submit services to the Title IV-E Prevention Services Clearinghouse and file an amended state plan by July 1, 2028 to maximize federal funding under the Family First Prevention Services Act
