Requires the Department of Health and Human Resources to file for termination of parental rights when a parent fails to successfully complete their final allowed improvement period in abuse and neglect proceedings

Limits parents to improvement periods in no more than three separate petition filings by the department for the same child or children

Parents with one prior termination of parental rights may receive no more than two improvement periods (preadjudicatory or postadjudicatory combined) for any child born after that termination

Parents with two or more prior terminations, or one termination plus a relinquishment in the face of termination, are limited to only one improvement period for any subsequent children

Amends West Virginia Code §49-4-605 and §49-4-610 to establish these new restrictions on court-granted improvement periods in child abuse and neglect cases
