Establishes a reasonable expectation of privacy for West Virginia legislators within their private offices in the State Capitol or other official legislative spaces

Prohibits any person—including staff, visitors, journalists, or third parties—from video recording, audio recording, or intercepting communications in a legislator's private office without the legislator's prior consent

Bans secretly installing or operating any recording or surveillance device in legislative offices without the legislator's express written consent

Exempts Capitol security measures, recordings made with written legislator consent, and lawfully authorized wiretaps conducted under valid court orders or search warrants

Violations constitute a felony punishable by up to 5 years imprisonment, a fine up to $10,000, or both
