Defines "on-track equipment" as any tender, motor unit, freight or passenger car, or other equipment used on railroad tracks, including maintenance of way equipment for inspecting, maintaining, and repairing rail systems

Expands existing railroad crossing stop requirements to apply when on-track equipment approaches, not just trains

Requires drivers to stop within 50 feet but not less than 15 feet from the nearest rail when warning signals indicate approaching trains or on-track equipment

Maintains existing penalties for violations: $100 fine or up to 10 days imprisonment, plus three points against the driver's license record

Preserves the exemption from penalties when electric or mechanical signal devices are malfunctioning
