Establishes a $10 court cost fee on all criminal convictions in West Virginia, effective July 1, 2026, excluding municipal parking violations

Fee revenue is deposited into the Emergency Medical Services Equipment and Training Fund, a special revenue account that does not revert to the General Revenue Fund at fiscal year end

Grants from the fund to local EMS providers now require a 70%-30% matching basis, with local providers contributing 30% of total funding

Collecting agencies must deposit fees in a separate account and forward collections to the State Treasurer within 10 calendar days of each month's start

Priority for grants continues to be given to rural and volunteer emergency medical services providers for equipment and training
