Property owners with properly permitted, maintained, and functioning onsite wastewater systems (certified by inspection within the past 12 months using NAWT standards) are exempt from mandatory connection to public sewer systems

Properties located outside "densely populated areas" (defined as areas within municipal boundaries or with population density exceeding 500 persons per square mile) where septic systems remain practical cannot be compelled to connect

Properties where the distance from the building to the nearest sewer line exceeds 200 feet are exempt from mandatory connection requirements, unless the existing system is failing or poses a public health risk

Low-income property owners required to connect (those eligible for federal low-income home energy assistance programs) must be offered payment plans, subsidies, or waivers for connection fees and costs

The notice period before penalties for failure to connect is extended from 30 days to 90 days, and municipalities can no longer bill for sewer services to properties that have not connected
