Authorizes the West Virginia Supreme Court of Appeals to promulgate rules allowing nonlawyers to practice law in a limited capacity as "limited license legal practitioners"

Creates a Task Force for Limited License Legal Practitioners with representatives from the WV State Bar Association, WVU College of Law, Marshall University, WV Law Institute, and a Circuit Judge

Task force must develop recommendations for certification requirements including examinations, registration processes, educational prerequisites, minimum age, and character and fitness standards

Initial practice areas would be limited to civil litigation matters, specifically child abuse/neglect proceedings and mental hygiene proceedings

Task force must also address costs of certification programs, modifications for applicants with relevant degrees or paralegal certifications, changes to Rules of Professional Conduct, and complaint processes against practitioners
