Creates the Electric Load Forecast Accountability Act requiring the West Virginia Public Service Commission to investigate and validate electric load forecasts that utilities submit to PJM Interconnection

Mandates the commission complete its investigation within 12 months, reviewing methodologies, data, assumptions, and specific load interconnection requests to ensure only high-likelihood projects are included in forecasts

Grants the commission authority to access confidential contracts and agreements between utilities and interconnecting customers that impact load forecasting, with appropriate confidentiality protections

Requires coordination with PJM and other state regulators to prevent double-counting of large loads and customer contracts across jurisdictions

Establishes annual reporting to the Legislature by December 31 each year on implementation progress, findings, and recommendations, with the act set to sunset on December 31, 2035
