Civil penalties of up to $100,000 per day per violation for organizations and up to $1,000 per day for individuals, with additional penalties up to $100,000 daily for violations involving political deception, identity manipulation, or public safety risks

Exempts internal research, minor AI-assisted editing like spell-checking, and private personal content not publicly distributed; grants individuals harmed by undisclosed AI media a private right of action for damages and attorney's fees
