Prohibits any non-government entity from providing funds or in-kind goods/services for election administration in West Virginia if they knowingly receive foreign donations directly or indirectly

Requires entities to submit sworn certifications to the Secretary of State at least 10 business days before entering election-related agreements, with annual renewals and updates within 5 business days of new information

Defines "foreign national" to include non-U.S. citizens, foreign governments, foreign political parties, and entities organized under foreign laws or headquartered in foreign countries

Establishes criminal penalties (misdemeanor with fine of three times the donation amount) for knowingly failing to provide accurate certifications, and invalidates any agreements made without proper certification

Creates enforcement mechanisms including Attorney General authority to seek civil penalties up to three times the donation amount, plus a private right of action allowing any registered voter to sue for injunctive relief, $1,000 per day in statutory damages, and attorney's fees
