Municipalities and public service districts must calculate the cost of extending water or sewer service to potential customers, including the customer's share, following Public Service Commission rules when applications are received.

Potential customers who provide their required upfront contribution for extension costs are entitled to have service extended to them under PSC rules.

If potential customers request grant funding instead, they must cover the application costs, after which the municipality or public service district must apply to the West Virginia Infrastructure and Jobs Development Council for available grants.

When grants fully cover a service extension project's costs, the municipality or public service district is required to extend service once customers pay any required fees.

Grant funds must reimburse customers or other contributors for upfront payments, including application costs, with reimbursements capped at the original contribution amount per PSC rules.
