Local law enforcement agencies in West Virginia may create and maintain a voluntary "Persons with Disabilities Registry" for individuals with developmental, psychological, or other disabilities relevant to law enforcement interactions, including autism spectrum disorder, Alzheimer's disease, dementia, or Down syndrome

Adults with disabilities may self-enroll, while parents or legal guardians may enroll minors or incapacitated adults; enrollment requires certification from a licensed physician, psychologist, psychiatrist, or other qualified healthcare provider

Registrants or their guardians may request removal from the registry at any time, and the agency must remove the information within five business days of the request

All registry records and personal identifying information are confidential and exempt from public disclosure under FOIA, though information may be shared with other law enforcement agencies, emergency management, fire departments, or government agencies in furtherance of official duties

Enrolled minors must be notified in writing within five business days of turning 18 that they were enrolled in the registry by a parent or guardian
