Prohibits West Virginia government entities from purchasing electric vehicles unless manufacturers provide sworn certification that no forced labor or oppressive child labor was used in production, including mining of materials and component manufacturing

Requires manufacturers to consent to personal jurisdiction by West Virginia as a condition of any EV procurement contract

Imposes civil penalties of $10,000 or the total vehicle price (whichever is greater) against manufacturers providing false certifications, with identical fines for government entities, employees, and board members who knowingly violate the law

Grants any citizen within an affected government district standing to bring enforcement actions against violations

Applies to all electric vehicle procurement contracts entered into, amended, or renewed after July 1, 2026
