Creates a new Department of Workforce Services as a cabinet-level agency headed by a Governor-appointed Secretary with an annual salary of $95,000

Consolidates workforce development, vocational rehabilitation, adult education, and public assistance programs by transferring WorkForce West Virginia, Division of Rehabilitation Services, Bureau for Family Assistance (SNAP and TANF), Medicaid work requirements administration, Office of Adult Education, and the West Virginia Workforce Development Board to the new department

Removes the Bureau for Family Assistance from the Department of Human Services and repeals the existing West Virginia Workforce Investment Act, WV Works Act, and eligibility/fraud requirements for public assistance provisions

Establishes an integrated electronic system to track eligibility and work-requirement compliance for SNAP, TANF, and Medicaid simultaneously, with qualifying hours submitted to any division automatically applied across all assistance programs

Requires all records, personnel, property, and assets to be transferred to the new department by July 1, 2027, with employees retaining their current pay grade, benefits, and seniority
