Authorizes the Governor of West Virginia, in consultation with the Workforce Development Board, to approve short-term training programs for federal Workforce Pell Grant eligibility

Programs must prepare students for at least one of three categories: high-skill occupations (requiring postsecondary education or training), high-wage occupations (earnings above 150% of Federal Poverty Level), or in-demand occupations (identified as growing or having projected shortages)

Requires the West Virginia Workforce Development Board to propose rules for legislative approval to implement the program

Mandates compliance with federal rules governing Workforce Pell Grants, with federal requirements taking precedence over any conflicting state provisions

Takes effect January 1, 2027
