Requires the Department of Human Services to develop a statewide prevention plan by January 1, 2027, providing trauma-informed, evidence-based services to children under 18 and their families, including kinship and foster parents

Mandates services for at-risk children with child protective services safety plans, open child welfare cases, pregnant and parenting youth, and youth aging out of foster care until 12 months after their 21st birthday

Requires DoHS to ensure providers are accessible within reasonable distance of families' homes with a mix of telehealth and physical locations, not solely telehealth

DoHS must submit annual reports to the Legislative Oversight Commission on Health and Human Resources Accountability starting December 1, 2027, detailing families served by county, state and federal costs by program, and outcomes

Requires DoHS to file an amended state plan by July 1, 2028, to maximize federal funding under the Family First Prevention Services Act
