Requires the Bureau of Social Services to compile and file its complete policy manual as a legislative rule, including policies governing child protective services, foster care, youth services, licensing, and casework standards

Establishes a filing deadline of July 1, 2026 for the bureau to submit the initial legislative rule to the Secretary of State's Office

Mandates all future amendments, supplements, and revisions to the policy manual also be filed as legislative rules

Permits the bureau to issue internal guidance or emergency procedures for child safety, but requires any such guidance in effect longer than 180 days to go through the legislative rule process
