Establishes the Office of the Inspector General as a separate, autonomous agency rather than part of the Department of Health, with a five-year term for the Inspector General appointed by the Governor and confirmed by the Senate.

Grants the Inspector General authority to conduct performance audits, financial audits, evaluations, and attestation engagements of the Department of Human Services, Department of Health, and Department of Health Facilities, including their independent contractors.

Requires the Inspector General to notify the appropriate prosecuting attorney and law enforcement agencies when there are reasonable grounds to believe a state criminal law has been violated.

Mandates annual detailed investigation reports be submitted to the Legislative Oversight Commission on Health and Human Resources Accountability beginning July 1, 2027, with departments required to respond to findings within 30 days.

Transfers nine offices and functions to the Inspector General's oversight, including the Board of Review, Office of Health Facility Licensure and Certification, Foster Care Ombudsman, Mental Health Ombudsman, and Human Rights Commission.
