Creates an enrollment stabilizer mechanism for calculating state aid to county school boards under West Virginia's Public School Support Program

Allows counties to use whichever enrollment figure is highest: actual current enrollment, up to 98% of prior year's enrollment, or a three-year rolling average

Designed to provide greater predictability and stability in county education budgets and staffing levels during periods of declining enrollment

Adds new section §18-9A-29 to the West Virginia Code, Article 9A (Public School Support)
