Local School Improvement Councils (LSICs) may independently apply for School Building Authority funding to address deferred maintenance at their schools, bypassing the county board of education

LSICs can only apply when deferred maintenance costs exceed 25% of the School Building Authority's estimated replacement cost for the facility

The LSIC must determine that the local education authority has not taken sufficient action to address the school's facility needs before submitting an independent application

Amends West Virginia Code §18-9D-15 relating to School Building Authority allocation of funds for school construction and improvement projects
