Adds an optional question to West Virginia voter registration forms asking whether the applicant wishes to register as an organ donor and be included in the National Donate Life Registry

Expands the definition of "document of gift" under the Anatomical Gift Act to include voter registration cards as a valid method for indicating organ donor status

Requires the Secretary of State to provide information about the organ donation program to all persons registering to vote or updating their voter registration

Authorizes the Secretary of State to establish or contract for a system to transmit donor information to a donor registry and to propose legislative rules for implementation

Requires the Center for Organ Recovery and Education to reimburse the Secretary of State for all costs related to creating and administering the donor information transmission system
