Requires manufacturers of "liability shield products" (medical, pharmaceutical, biological, or technological products immune from liability under federal law) to complete 5-year placebo-controlled studies tracking safety metrics before distributing products in West Virginia

Mandates the Department of Health monitor adverse outcomes using the West Virginia Health Information Network and federal Vaccine Adverse Event Reporting System, and publish post-market surveillance data with public alerts about adverse consequences

Establishes compliance deadlines requiring manufacturers to submit documentation of initiated studies by July 1, 2029, and completed study results by December 31, 2031

Grants individuals the right to refuse liability shield products without coercion or threats

Authorizes enforcement actions beginning January 1, 2032, with civil penalties up to $100,000 per violation for the Attorney General and allows individuals injured by violations to sue for injunctive relief, compensatory damages, and attorney's fees
