Transfers all childcare services oversight from the Department of Human Services to the West Virginia Department of Education, rebranding childcare as "Early Childhood Education"

Establishes a three-tiered funding formula: 33% from reallocated DHS funds, 33% from employers (who receive state tax credits for participating), and 33% from parents/guardians or state scholarships based on income guidelines

Requires the Department of Education to handle licensing, certification, and registration of all residential child-care centers, day-care centers, family day-care facilities, and child-placing agencies

Exempts in-home daycares with six or fewer children enrolled from certification requirements, and assigns local health departments responsibility for inspections and food safety standards

Allows Early Childhood Education Centers to operate off public school grounds, including in licensed home businesses registered with the Secretary of State
