Prohibits foreign senders from mailing or shipping abortifacients to West Virginia addresses, and bars distribution without a valid prescription from a state-licensed physician

Establishes a private cause of action allowing pregnant women to sue individuals, entities, or foreign senders for $10,000 per violation, with a three-year statute of limitations

Exempts women from criminal liability for the death of their own unborn child, and provides affirmative defenses for physicians performing legitimate medical procedures and pharmacies filling valid prescriptions
