Requires all voting in West Virginia elections to be conducted using paper ballots

Restricts absentee ballot eligibility to only two groups: active members of the U.S. Armed Forces (Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard) and persons who are handicapped or disabled

Eliminates current absentee voting provisions for travelers, students, workers with scheduling conflicts, incarcerated individuals, nursing home residents, hospitalized voters, and participants in the Address Confidentiality Program

Removes early in-person absentee voting and electronic absentee ballot options previously available to qualified voters

Takes effect beginning with the 2026 primary election and applies to all subsequent primary and general elections
