Authorizes the West Virginia Department of Environmental Protection to deposit federal grants from the Infrastructure Investment and Jobs Act (IIJA) and the Safeguarding Treatment for the Restoration of Ecosystems from Abandoned Mines (STREAM) Act into the state's Abandoned Land Reclamation Fund

Expands the types of federal funding sources that can be deposited into the fund beyond the original Surface Mining Control and Reclamation Act of 1977 grants

Permits retention of up to 30% of annual grants from any federal law authorizing abandoned mine land reclamation grants for long-term set-aside accounts

Allows deposited federal funds to be used for reclamation priorities including public health and safety protection, water pollution control, mine drainage treatment, and restoration of land and water resources degraded by past coal mining

Requires funds from different federal programs to be separately accounted for and expended only for purposes authorized by the applicable federal statute
