Grants the West Virginia Legislature legal standing to sue state officials (including the Governor, Secretary of State, and election officials) who make or attempt to make unauthorized changes to election laws or rules, including through settlement agreements or consent decrees

Allows the Legislature to intervene as a matter of right in any lawsuit involving the legality or constitutionality of election laws or regulations

Permits legislative intervention in cases involving illegal or unauthorized changes to state election laws by any state agency, department, or government official

Amends existing Code §3-1-45, which currently addresses mandamus proceedings to compel election officials to perform their duties
