Mandates commercial motor vehicle operators demonstrate English language proficiency sufficient to converse with the public, understand traffic signs and signals, respond to official inquiries, and make entries on reports and records

Imposes a $3,000 fine per violation on commercial motor carriers whose drivers fail to meet identification requirements, and prohibits non-compliant drivers from operating in the state until requirements are met

Establishes misdemeanor penalties for drivers operating while prohibited, with fines up to $1,000 and/or jail confinement up to 90 days

Authorizes the Commissioner to adopt the FMCSA Even Exchange Program allowing military service members and first responders with relevant vehicle operation experience to obtain commercial driver's licenses without skills testing
