Requires the West Virginia Department of Health and Human Resources to prioritize housing applications (HUD and other government-assisted housing) for foster children who have turned 18 and are transitioning out of foster care

Applies specifically to 18-year-olds who do not qualify for the state's transitional living services program, which serves youth ages 16-26

Amends the existing Transitional Living Services Program statute (§49-2-129) by adding a new subsection (h) addressing housing priority

Directs the department to promulgate legislative rules, including emergency rules if necessary, to implement these provisions
