Prohibits convicted sex offenders required to register in West Virginia from residing within 3,000 feet of schools, childcare facilities, children's group care homes, playgrounds, ballparks, and other recreational facilities used by minors

Applies to both public and nonpublic elementary and secondary schools, as well as residential child-caring agencies

Exempts offenders serving sentences at jails, prisons, juvenile facilities, or correctional institutions located within the restricted zone

Exempts offenders subject to commitment orders that place them in facilities within the restricted zone

Exempts minors or wards under guardianship from the residency restrictions
