Prohibits public utilities from using ratepayer-derived funds to make contributions to political candidates, campaigns, political action committees, or groups that can donate to political candidates or campaigns.

Bans public utilities from making any charitable contributions or donations to charitable organizations using company funds.

Creates a misdemeanor offense for violations, punishable by a fine of up to $1,000, jail confinement of up to 30 days, or both.

Adds a definition of "public utility" to West Virginia election law, excluding small solar facilities designed solely for individual retail customer use.

Preserves the right of utility officers and employees to make personal charitable contributions or raise funds for charities using their own personal funds.
