Increases parole eligibility for first-degree murder convictions from 15 years to 25 years for offenses committed on or after July 1, 2026

Creates new enhanced penalty for attempted first-degree murder: imprisonment of 10 to 40 years, separate from the general 3 to 15 year range for other attempted life-sentence offenses

Designates these revisions as "Todd's Law"

Applies only to offenses occurring on or after the effective date; existing sentences and parole eligibility remain unchanged under prior law
