Establishes reciprocal licensing for veterinarians who have held an active, good-standing license in another U.S. state, district, or territory for at least 5 years with no history of license suspension or revocation

Creates the same reciprocity pathway for veterinary technicians, allowing those licensed in good standing for 5 years in other jurisdictions to obtain West Virginia licensure

Authorizes a new specialty-restricted license for foreign veterinary school graduates who hold ECFVG or PAVE certificates and have completed a 2+ year residency with board certification from an AVMA-recognized specialty organization

Grants special permits for ECFVG and PAVE participants who have not yet passed the North American Veterinary Licensing Examination to practice as veterinary technicians

Creates a temporary license valid for up to one year allowing veterinary technician graduates awaiting full licensure to practice under the supervision of a licensed West Virginia veterinarian
