Requires the Bureau of Medical Services to file its complete Medicaid policy manual as a legislative rule, including all policies governing Medicaid programs, benefits, covered and non-covered services, claims processing, and operational guidance

Establishes a deadline of July 1, 2026 for the bureau to file the initial legislative rule with the Secretary of State's office

Mandates that all future amendments, supplements, and revisions to the policy manual must also be filed as legislative rules

Permits the bureau to issue internal guidance or emergency procedures, but any guidance remaining in effect for more than 180 days must be incorporated into the formal legislative rule process

Adds new section §9-5-34 to the West Virginia Code under Article 5 (Miscellaneous Provisions)
