Creates a False Claims Act allowing the state to recover triple damages plus civil penalties from anyone who knowingly submits false claims for payment to the state exceeding $25,000 (no minimum for Medicaid fraud claims)

Establishes qui tam provisions allowing private citizens to file lawsuits on behalf of the state against fraudulent actors, with whistleblowers entitled to receive 15-30% of recovered proceeds depending on the state's level of involvement in the case

Protects whistleblowers from employer retaliation, entitling them to reinstatement, double back pay, interest, and compensation for special damages including attorney's fees if discharged or discriminated against for reporting fraud

Sets a 6-year statute of limitations for bringing civil actions, or up to 10 years if material facts were not reasonably discoverable earlier

Distributes recovered proceeds across multiple state funds including 20% to the Attorney General's office, 10% each to PROMISE scholarships, School Building Authority, Feed to Achieve, State Road Fund, Bureau of Senior Services, substance abuse centers, and Teachers' Retirement System, with 5% each to veterans' and first responders' mental health services
