Mandates county school districts offer unused facilities to public charter schools for purchase or lease at or below fair market value, with charter schools receiving right of first refusal when districts attempt to sell or lease to other parties

Establishes a 60-day notification period for charter schools to exercise right of first refusal, followed by good faith negotiation requirements and independent mediation if parties cannot reach agreement

Grants public charter schools the ability to petition the State Auditor for an audit of underutilized property lists and requires the original school district receive right of first refusal if a charter school later sells a purchased facility
