Contracted therapists and professionals providing services to West Virginia's Birth-to-Three early intervention program would receive a 25 percent increase in payments beginning July 1, 2026

The pay increase applies only to therapists and professionals who are not employees of any state agency

The Birth-to-Three program provides early intervention services for children with developmental delays from birth to age three

Funding would come from the existing West Virginia Birth-to-Three Fund, which receives legislative appropriations, public fund transfers, private donations, client fees, and investment returns
