Establishes the West Virginia Supreme Court of Appeals Victim's Fund to compensate individuals adversely affected by actions or inactions of the Judicial Investigative Committee or other divisions under the Supreme Court of Appeals

Fund would be administered by the Legislative Claims Commission, which would serve as the supervisory authority for processing claims

Claimants must submit applications describing their justification for financial relief in detail, with the supervisory authority determining claim validity

Denied claims may be appealed by applicants to the appropriate authority

Claims may be filed retroactively for up to 10 years from July 1, 2026, covering incidents back to July 1, 2016
