Requires each county to retain 20% of property tax dollars collected under the public school support formula, effective for the tax year beginning January 1, 2026

Mandates that 10% of the retained property tax funds be used specifically for salary and benefits for teachers and school service personnel

Prohibits the retained funds from being used for school board administration expenses

Amends §18-9A-12 of the West Virginia Code relating to county basic foundation programs and state aid allowances
