Recipients of covered transfers must obtain contributor information within 48 hours and cannot make campaign-related disbursements until receiving required disclosures; funds must be returned or segregated if information is not provided

Contributors must disclose names and addresses of anyone who gave more than the maximum individual contribution limit within the previous 12 months, along with occupation and employer information for individuals

Expands existing independent expenditure reporting requirements to include contributions over $1,000 made to entities making expenditures, with exceptions for segregated non-political accounts and ordinary business transactions

Willful violations constitute a misdemeanor punishable by fines of $1,000 to $100,000, up to one year in jail, or both
