West Virginia Supreme Court of Appeals must create a free online instructional video for executors and administrators of estates covering fiduciary requirements and estate execution duties

Training must be available beginning January 1, 2027, with accessibility options for sight-impaired individuals

Video must also be available at every county commission and county sheriff's office for those without internet access

Completion of the training is optional for appointed executors, not mandatory

Amends §44-1-1 and adds new §44-1-1a to the West Virginia Code regarding personal representatives
