Amends West Virginia Code §18A-4-8a to increase minimum monthly salaries for state school service personnel by 25% across all pay grades (A through H) and all experience levels (0-40 years).

Establishes new State Minimum Pay Scale Pay Grade Schedule with monthly salaries ranging from $2,377 (Grade A, 0 years experience) to $4,037 (Grade H, 40 years experience) for full-time employees.

Part-time service employees working 3.5 hours or less per day receive half the listed minimum monthly pay scale amounts.

Pay grades are assigned based on job classification, including positions such as aides, accountants, audiovisual technicians, and accounts payable supervisors.
